Is this a whole-school bulk ordering service?

This page opens Maker to create and review a custom shirt design, then choose the garment and size. It isn't a school portal for collecting everyone's details or splitting payments. If you're organising a group, agree the design, confirm sizes and review the actual checkout total before collecting money.

Can we have the full class list in a big year number?

You can ask Maker for a design, but a full roster isn't automatically typeset or checked for you. For lots of names, inspect spelling, omissions and readability carefully. A group name and leaving year can be a simpler starting point; don't buy a name-list design unless the preview is right.
